Most of the time people refer as meta-game the build, or in 10 people team the list of builds, that will defeat the encounter in the shorter time. In a pvp environment those build will be put one against another, thus making it possible to define a meta-game (A beats B, B beats C, C beats A). Those configurations are called deck in a card game, but in a rpg, it's called "build". We are not at this level talking about the basic gameplay here but over which configuration of gameplay elements is the best over each other. that is an other layer, this is the meta-game, the game over the game.
